Cebu Football Tournament: ECCP Soccer Cup 2010

Cebu football teams are gearing up for another regular tournament, the ECCP Soccer Cup 2010. It is a one-day Cebu football tournament participated by members and invited non-members of the European Chamber of Commerce of the Philippines. With over 15 companies (mostly BPOs) joining, this tournament promises another exciting and action-filled day especially for the weekend warriors.

Format: 7-side
Halftime: 10 minutes

Tournament Framework:




Entry Requirement:

1. Representative attend initial organizational meeting.
2. Only member organizations and invited companies (for non members) of ECCP can join the tournament (an organization may field a maximum of two teams).
3. Qualified players:
a. Only employees of the member organization/company may be fielded as players (probationary for at least three months, regular, contractual, and on-the-job trainees). For contractual and OJTs, they should have stayed in the company for at least three months already prior to the tournament.
b. Sons and daughters of the owner/CEO (or its equivalent) shall be allowed to join the team.
c. Board of Directors of the company (who may not be employees)
4. Submit team registration/line-up form on set deadline (it must be filled-out completely including the waiver).
5. Full payment of registration fee on set deadline.
6. The team attends the opening day ceremony.
7. Teams must have uniforms with proper football gears.
8. The team must be in the venue before the first game of the day (even if their scheduled game is later in the day). The organizer reserves the right to adjust schedules on the tournament day itself as the need arises.

Basic Ground Rules:

1. The tournament is 7 aside including the goal keeper.
2. Playing time for the elimination round will be 20 minutes (2 x 10 minutes). Playing time divided into halves (but no break).
3. Winner gets three points; in a draw both teams get one point. Loser gets zero points.
4. The top two teams of each group will qualify to advance to the Semi-Finals. This will be determined by the following order:
a. Total points accumulated after all elimination games have been played
b. By goal difference
c. By most goals scored
d. By the direct result of the game between the teams in tie
e. By penalty shoot out (sudden death)
5. If still a tie, additional kickers will be drawn from the bench of registered players
6. The Semi-Finals and Finals will be played with 2 x 10 minutes, with extra time of 2 minutes extra time. If the results still end in a draw, the winner will be determined by penalty shoot (first with 3 kickers from the 7 already on the field, if still a tie we will have a sudden death shoot out).
7. One of the 7 players must be clearly identified as the team captain. He/she will receive a red arm band from the events management distinguishing him/her as the team captain.
8. Teams with lacking players in the field at the start of play when the referee whistles to begin the game shall have forfeited the game.
9. Any team that arrives late will forfeit the game by 2:0, meaning 2 goals and 2 points will be given to the opponent. If both teams arrive late, no goals or points will be given and no game will be played.
10. Open or unlimited substitution is permitted. The referee in-charge must be informed prior to the player exchange. Substitutions may only be allowed when the ball is not in play. A new player can only enter from the center line when the substituted player has already left the field. The referee is entitled to prohibit substitution if he feels substitution is being used as a tactic to waste time.
11. The referee’s decision is final. Only the team captain may talk to the referee.
12. There is no offside.
13. Players may pass back to their goalkeepers (picked by hand).
14. During free kicks and corner kicks and kick-ins, defending players must keep a 4 meter distance.
15. There shall be no throw-ins, just kick-ins. Goals can be scored from a kick-in.
16. Goals can be scored straight from a kick-off and kick-ins.
17. Goal-kick-first-bounce must not exceed the half-way line
18. The first bounce coming from a goalie’s throw must not exceed the half-way line.
19. There is no need for a whistle from the referee to execute a corner kick.
20. A few words on Fair Play: It is the team captain’s responsibility to ensure that ALL team members enjoy and participate in the games and are not left out or run over by hyper fellow team members because of a lesser ability to play soccer. It is also the team captain’s and everybody’s individual responsibility to conduct a fair and respectful game. Swearing, staring and arguing and sign language are uncalled for.
The ECCP Soccer Cup is a FUN CUP, which should be enjoyed by all participants. It is the team captain’s responsibility that no player leaves this event frustrated. Most of the participants are playing soccer for the first time in their lives. Thos who have more playing experience should especially keep FAIR PLAY in mind.
21. Team Warnings:
a. Teams deemed by the referees as not performing according to the spirit of FAIR PLAY will be given a warning though the respective team captain.
b. On a per game basis, individual fouls will be counted cumulatively as team fouls. Teams accumulating four (4) team fouls in a game will be given a warning through the respective team captain.
c. Teams will be allowed up to only 2 warnings for non-compliance of the FAIR PLAY spirit.
d. The necessity to warn a 3rd time will lead to a yellow card for the team. Two yellow cards will lead to a disqualification of the entire team for the remainder of the Soccer Cup.
22. A player receiving a red card will be suspended for the next game and for serious offenses possibly for the remainder of the ECCP Soccer Cup.
23. Respect for the tournament, the rules, and the officials are necessary for order and the smooth-running of the games. Any form of non-cooperation, non-compliance, rude behavior, and/or aggression shall be strictly dealt with. The organizers will reserve the right to throw out an individual, a player, a coach, and/or a team if they manifest such behavior.
24. For the rest, FIFA rules shall be applied.
25. For any controversy, the organizers will deliberate on the issue with objectivity and fairness. Once all sides are weighed, the decision of the organizers shall be respected, followed and final. Any incident not covered in the above points will be discussed and decided by the organizing committee, together with 2 referees and one representative from each team.

Protests
1. Protest on player eligibility shall be entertained after the submission and screening of registration forms/line-ups; however, the burden of proof shall be on the one protesting before organizer will deliberate on it. Only the official representative of the team can make that protest official.
2. A player in question cannot play until he has validated his eligibility.
3. Protest on technicalities shall be considered and deliberated upon by the organizers during the tournament date. Only the coach can verbally make the protest to the organizer.
4. Protest on judgment calls of the officials shall not be entertained.
5. A team that walks out of a game shall be disqualified from the tournament automatically. A game under protest should be finished.

Others
1. If there is any concern with players’ conduct outside the game of play but within the duration of the tournament and within tournament grounds, the concerns must be first addressed to the players’ coach and/or the organizers themselves. Nobody is allowed to directly deal with players other than their own coaches and the organizers themselves. Violators of this norm shall be sent-off from the tournament.
2. If there is any concern with coaches’ conduct outside the game of play but within the duration of the tournament and within tournament grounds, the concerns must be first addressed to the immediate head of the coach and/or the organizers themselves. Nobody is allowed to directly deal coaches other than their own immediate superior and the organizers themselves. Violators of this norm shall be sent-off from the tournament.
3. If there is any concern with spectators’ conduct within or outside the game of play but within the duration of the tournament and within tournament grounds, the concerns must be first addressed to the organizers themselves. Nobody is allowed to directly deal with spectators other than the organizers themselves. Violators of this norm shall be sent-off from the tournament.
4. Undesirable conduct of spectator/s shall be dealt with immediate expulsion from the tournament grounds. Furthermore, if such spectators are closely associated with particular teams, there shall also be serious repercussions on those particular teams they are closely associated with. The nature of these repercussions will largely depend on establishment of the close association and the nature of the undesirable misconduct of the spectator/s. It may lead to a life-time ban of the teams in question from all succeeding tournaments.
5. If a team does not finish (play) all their games in the tournament, the whole team, the individual players and the coach/s will be banned for the next tournament/s. The games they have played before they abandoned the tournament will be counted as loss with 2-0 score line awarded for the opposing team.

Some Reminders:

1. Bringing of company banner is encouraged.
2. The team/company may get an external coach who may not be an employee of the company.
3. Each Team Captain is in charge of his team’s warm up. Please make sure your team arrives early enough to warm up before the games start. It is very essential so please make sure of this!
4. Companies with more than 1 team are NOT allowed to interchange their players within the teams. Please be fair about this. Should we find out that it has been done both teams will be disqualified.
5. Food and liquids will be sold in the venue.
6. Water will be made available - free of charge. There will be water dispensers around the area of the field. Please advise your team to bring water bottles for filling. It would be wise to put your name on your water bottle. Please advise your player to drink PLENTY of water! It is essential to last the day!
7. The Team captains will be held responsible for the trash management of their team. Trash bags will be set up in every tent. Please make use of them and when they are full. You may ask for a new one from the ECCP team. When the event finishes, it will be the team captains’ responsibility to do a last trash check.
8. An ambulance, nurse and medics will be on standby during the day. Please be advised that the transportation to the hospital and the required treatment is care of each player/company. Please advise your players to bring their health cards/ information.
9. We are playing rain or shine. Please advise your players to bring sufficient paraphernalia to change, dry and keep warm & dry. Every player should have extra socks, extra t-shirts, extra shorts, a raincoat, and at least one towel. Bring some umbrellas as well. It will either be a very long HOT day or a very long hot and wet day.
10. Last but NOT Least, and please remind ALL players, this is a FUN CUP. This soccer cup is supposed to be fun for ALL players.
The referees and ECCP will be keeping a strict eye on :
Fair play
The Ladies in the game—PLAYING!
We do NOT want to see pushing, kicking, bullying or anything along that line. The referees will not hesitate to give out yellow or even red cards. We are VERY serious about this! The team captain will be warned and made responsible if his team is not playing fair. As a last resort, we will not hesitate to suspend players or teams.
11. The participation is at the own risk of the company. The event management is not liable for any injuries or lost items. The participating companies should cover their own insurance and medical assistance at cost.
